Java is not required and is not preinstalled in OS X. There are 2 sides to Java. The web browser plug-in/extension - this is the BAD form, as it has been nothing but security holes. HOWEVER, for some reason there are a few institutions that require the Java browser plugin to access their web site.
- Click on Apple icon on upper left of screen.
- Go to System Preferences.
- Click on the Java icon to access the Java Control Panel.

Neither the JDK nor the JRE come preinstalled. However, the first time you need a JRE, Mac OS X will offer to download and install it for you (via the Software Update mechanism). Note that the Apple JRE/JDK is Java 1.6—if you need 1.7 or 1.8, you'll need to get it yourself from Oracle.
The first, and most important, reason is that relatively few Macs are running the vulnerable version of Java. Many users do install Java for websites or applications (like Crashplan) that require it. But, again, even if you did install Java, the odds are very, very good that you aren't running a vulnerable version.
