The main reason why traditional fixed gearbicycles don't have fixie brakes is because the originaltrack bikes didn't come with them. But there was a very good reasonwhy track fixies didn't have brakes.

The other reason for riding fixed inthe winter is that water and salt is not exactly good forbike parts made from steel and aluminium. Derailleurs andfreewheel mechanisms are especially vulnerable, so it makes senseto do without them.
A track bike (fixed gear) has no front or rearbrakes. You should be able to find one that hasstandard brakes on both the front and rear wheels. The frontbrake is especially important since that's where most ofyour braking power comes from on a normal bike. A coasterbrake is basically a drum brake in the rearhub.
