18V is around the right voltage to charge 14.4V batteries from. However, you're probably seeing a charger intended for 18V batteries, which will actually be giving closer to 22-24V, too much for 14.4V batteries.

Re: Charging 24V Bank With 12V Charger As long as there is no 24v circuit, i.e. the batteries are still conencted in series BUT nothing else is connected across them, yes, you should be able to charge each one, one at a time, from a 12v charger.
Take two small batteries and connect the positive side of one with the negative side of another through the connecting wires. Use your electric tape to secure the connectors in place. Bend the connected batteries in a U shape. Connect the positive side of the series connection to the positive side of the drill battery.
